Blucas was born in Pennsylvania to parents, Mary Catherine and Walter Joseph Blucas. He became the star player on the Girard High School basketball team. He also played at Wake Forest University, graduating in 1994.
After failing to make it into the NBA, Blucas moved to England, continuing to play basketball with British Basketball League's Manchester Giants for a year. He later decided to become a lawyer but changed his mind and went into acting.
Blucas' first TV role was in 1995's television movie, Inflammable. He starred as the Basketball Hero in Gary Ross' Pleasantville from 1998.
His first major TV role was in 1999 where he was cast as Riley Finn in Buffy The Vampire Slayer where he was a recurring character until 2000. After deparing the series, Blucas starred in We Were Soldiers alongside Mel Gibson and First Daughter with Katie Holmes.
In 2007, Blucas landed leading roles in both Thr3e and The Killing Floor. He was also part of the regular cast for USA Network's Necessary Roughness which premiered in 2011.
Blucas married journalist, Ryan Haddon in July of 2009. He became step-father to her children from her marriage to actor, Christian Slater.
