Los Angeles was being struck by a crime wave. There seemed to be no link between the victims and their cause of death - burning from the inside out. Supernatural powers seemed to be involved. Angel investigated the deaths, and Cordelia tried to find a band of child thieves. Both searches lead in the same direction - a rich slumlord who was imprisoning the children's immigrant parents. Angel, Doyle, and Cordelia all had difficulties in L.A., but they realized it was much harder for these immigrants. Angel hoped to help before it was too late.
