A Potentate was a warrior angel and servant of the Powers That Be. Angel confronted a group of Potentates who were killing seemingly innocent people in Los Angeles, learning from them that they were taking advantage of the recent temporal fold of Los Angeles to see visions of the future and kill people for crimes that they would commit. Angel, accompanied by his friends and allies—including the apparently renegade Potentate James—confronted the Potentates and made them back off, arguing that even if the people would commit crimes, it was possible that they would commit that one crime and then try and make up for it themselves, reasoning that everyone deserves a chance.
