The Shrouded Man is a sorcerer whose species is unknown. He was called upon by Mayor Wilkins in order to remove Angel's soul. Faith helped him perform the ritual, though it is revealed later that the ceremony was nothing more than a "light show." Apparently he is an acquaintance of Giles, misleading the mayor repaid the debt between them.
