"He may not care, but I do. The Watchers Council used to mean something. You perverted it. You trash. We should have killed you while you were asleep."

Weatherby was a man working for the Watchers Council and a member of the Watchers Council Special Operations Team.

Weatherby was an operative working for the Watchers Council and, alongside agents Collins and Smith, a member of its Special Operations Team, an elite group employed by the Council to perform illegal acts not suited for Watchers or Slayers such as smuggling, interrogation and even assassinations.

After the Operations Team was called to Sunnydale after Faith Lehane awakened from her coma, they successfully captured Faith, but after she had switched bodies with Buffy Summers. Ignoring Buffy's pleas to free her, Weatherby repeatedly insulted her and spat at her. Buffy, in Faith's body, eventually managed to escape from the Operations Team.

Weatherby, Smith, and Collins again attempted to capture Faith after she moved to Los Angeles. They once again failed, despite being armed with machine guns and a helicopter, thanks to the combined efforts of Angel, Buffy and Wesley Wyndam-Pryce.

Weatherby was the fanatical and violent of the three, refusing to accept Angel as anything than an evil vampire. As with most of the Operations Team, Weatherby was willing to kill anyone in the pursuit of justice, even to the point when it was neither necessary nor the right thing to do. Weatherby was tranquilized with the Slayer-strength dose by Wesley.

"A Watcher working for a vampire! It's perversion! Do the sacred oaths you swore to uphold as Watcher mean nothing to you now?"
―Weatherby to Wesley[src]

Unlike Collins, who had a more cynical view of his line of work, justifying his actions as orders from the Council, Weatherby was more of a fanatical believer in the Council's mission. Thus he obtained personal satisfaction in pursuing those he felt "corrupted" the values of the Council, such as the rogue Slayer Faith. He considered Wesley Wyndam-Pryce's association with Angel, a vampire, a perversion, regardless of Angel's unique status.
